Uva Province Master Plan – A Major Step Forward

Together, we walk the 17 steps to rebuild Uva—city by city, action by action.

In 2025, we proudly submitted the Uva Province Tourism Development Master Proposal—a bold, community-driven strategy that outlines development pathways for 17 cities across Uva Province. This milestone marks a new chapter in rebuilding rural tourism with purpose, participation, and long-term vision.


Why This Master Plan Matters


Uva Province, rich in natural beauty and culture, has long remained underdeveloped in tourism. Our proposal addresses this gap through:

  • Community-based tourism
  • Digital tourism platforms
  • Women and youth entrepreneurship
  • Eco and wellness-based experiences
  • Infrastructure, product branding, and guide training

Each city has been given its own unique action plan, making the project highly targeted and inclusive.


Passara – Our First Action Plan in Motion


Our first official action plan was created for Passara, focusing on:

  • Scenic nature trails and mini-worlds-end tours
  • Local youth training in guiding and storytelling
  • Agro-tourism with herbal product development
  • Promoting Passara as a model eco-village

This action plan was formally submitted to the:

  • Uva Provincial Council
  • Ministry of Tourism – Uva Region
  • Governor of Uva Province

It is already in motion and sets the foundation for what comes next.


16 More Cities – Action Plans in Progress


Beyond Passara, our roadmap includes 16 more cities, each with a dedicated strategy currently being finalized. These cities include:

  • Ella
  • Bandarawela
  • Badulla
  • Madulsima
  • Monaragala
  • Thanamalwila
  • Kataragama
  • Ohiya
  • Haputale
  • Idalgashinna
  • Beragala
  • Buttala
  • Welimada
  • Mahiyanganaya
  • Hali-Ela
  • Bibile

Each city plan will launch in phases, with community involvement and official partnerships at the heart of every rollout.
